At one point Gilliam was very interested in the way Dave McKean made "Mirrormask"... Meaning, for cheap 
I think he was interested in pursuing the same esthetic for Defective Detective at one point. To be honest I, too, think such an approach (close to Nix's approach, too) would work for Gilliam, a mix of CGI and make up with a strong "unreal" esthetic allowing to bridge the gap between cinema and theatre and managing to get by without photorealistic effects.
